California's Medi-Cal: no-cost vs full-coverage?

Doing my annual redetermination for Medi-Cal. This is my second year doing it so I'm not too familiar with it. What is the difference between no-cost Medi-Cal and full-coverage Medi-Cal? I tried googling it and looking on Medi-Cal's website but couldn't find anything.
