yes indeed it is possible that this can be ped on, however I also feel that it is a condition that can be made slightly better or slightly worse by the environment she is in. I hope that she is not around the biological mother. In Vermont where I live the courts seem to have no concern about issues like that and protecting the child. Sorry I cannot be of help about a treatment facility
