Can IRS forms be completed in blue ink, or only black ink?

My uncle got an extension on filing his taxes, so I'm reviewing his completed forms now. However, he completed everything (printed) in blue ink, and I don't see the usual directives re ink color on either the 1040 or any of his supplemental forms.
