No Pay Blank LES please help?

My husband was on active duty status for over a month and we still have not received pay. He is in the National Guard (no it is not his first check and no he is not deployed). We have an LES, but it is blank. He has not been paid for his last drill either. We cannot pay any of our bills and it is very frightening. He went to his NCO several times about it and we have been told we will get paid soon 3 or 4 times. Each time it did not happen. Now he has a blank LES for the 30th. He went outside his chain of command about it last week and received a counseling statement. He has been told he will lose his rank and pay if he does it again (he is an E-2). Please help me. We are pregnant with our first child and I am VERY scared. I don't know what we do to fix this.
